In July 2023 the European Commission tabled a legislative proposal on plants obtained by certain new genomic techniques, namely targeted mutagenesis and cisgenesis, which is currently under negotiation for adoption by the Council of the EU and the European Parliament. The proposal aims at enabling the development and placing on the market of plants and plant products obtained with those techniques, with a view to strengthening the sustainability, competitiveness, resilience and innovation of the EU agri-food system while maintaining high safety standards. The presentation will provide an overview of the proposed rules and the state of play of the negotiations.
Bio – Anna BORRAS
Since June 2020 Anna Borràs works as a legal officer in the Biotechnology Unit of the European Commission’s Directorate-General on Health and Food Safety. Prior to her current job she has worked as legal officer in the Directorate-General for Internal Market, Industry, Entrepreneurship and SMEs, in the REACH, Defence and Automotive Industry Units. Before joining the European Commission, she held a European affairs manager position in General Motors Europe.
Bio - Ilaria CIABATTI
Ilaria Ciabatti is policy officer and team leader in the European Commission, DG Health and Food Safety, Unit Biotechnology. Biochemist and biotechnologist by education, with 30 years of experience in food safety and health, she leads the scientific work of the team in the development and management of legislation in the area of biotechnology, in particular in relation to new scientific and technological developments. Before joining the Commission, she has worked as academic research scientist and later as head of laboratories in a public health institute in Italy, coordinating activities for research and for implementation and enforcement of the EU legislation as regards food and health matters.
